Eleven early childhood development (ECD) centres in Philippi are being driven to closure as criminal groups intensify extortion schemes, demanding thousands of rand in so-called “protection fees” while threatening staff and disrupting operations.
This is according to one of the major funders of the centres. The organisation says that gangs began targeting centres by calling meetings with principals, where they outlined payment structures, rules, and expectations.
“They approached centres and made it clear what they expect and how much must be paid,” said the organisation’s official, who declined to be named for safety reasons.
“Some principals felt they had no choice but to comply, while others refused or avoided these meetings entirely.”
The amounts demanded were not fixed, with centres reportedly being charged between R5,000 and R10,000 depending on their perceived financial standing.
“These figures were calculated based on the size of the centre, the number of children enrolled, and even the appearance of the facility,” said the official. “It shows that these demands are deliberate and targeted.”
Even before closures, daily operations were already under strain. According to the organisation, criminals allegedly entered centres during the day to rob staff of personal belongings, while night-time break-ins saw teaching materials and equipment stolen.
“Principals have had to start storing learning materials at their homes because if they leave them at the centres, they are stolen overnight.”
The situation has left teachers and principals living in fear, with many unsure how to respond or where to turn for help.
“Staff are facing serious risks, including robbery, unsafe working conditions, and even the possibility of children being exposed to violence such as shootings. Some practitioners have already left their jobs because they no longer feel safe.”
Although cases have been reported, the organisation says there has been little visible intervention.
“We continue to advise centres to open cases and report incidents,” it said. “But there has been limited effective response, and this has created frustration and a lack of trust in law enforcement.”
The closures have had a devastating ripple effect across the community. With fewer centres operating, those still open are overcrowded and understaffed, while many children have lost access to safe learning environments and daily meals.
“For many families, these centres are more than just places of education,” the official explained. “They provide safety, nutrition, and support while parents are at work. Now families are under pressure, and older siblings are sometimes forced to stay home to care for younger children.”
The organisation has continued to support affected centres through training programmes, even as many remain closed.
“We are still working with practitioners to improve curriculum delivery and ensure they are ready to reopen. However, we cannot provide security or protection, and even our own staff operate under risk in the area.”
The official stressed that urgent intervention is needed to restore safety and reopen centres.
“What is required is strong, visible law enforcement, community safety partnerships, and government intervention,” she said.
“Without that, these vital spaces for children cannot function.”
The crisis has also been reported to the Department of Basic Education, with the organisation calling for broader collaboration to address the growing threat and ensure the safety of young children in Philippi.
