Madlanga Commission: KZN Hawks officer Deena Govender ordered to testify publicly

KZN Hawks officer Deenadayalan Govender will be required to give evidence in an open hearing on Monday, August 31, following a ruling by the Madlanga Commission. 

At his first appearance before the Commission on August 21, Govender applied to have parts of his testimony heard in camera. 

The ruling, issued on Sunday, grants condonation for the late filing of an application seeking to have portions of the applicant’s testimony heard in camera.

However, the application to hear evidence relating to responses to paragraphs 2.4 and 2.5 of the Commission’s Regulation 10(6) Notice, dated August 7, 2026, in camera was refused.

“The applicant must therefore give evidence on those matters in an open hearing at 9.30am on Monday. The ruling includes several qualifications,” the ruling states. 

It further states that Govender will not be required to disclose the identities of witnesses linked to the ongoing investigation into the suspected theft of cocaine at the Port Shepstone offices of the Directorate for Priority Crime Investigation.

Govender will also not be required to disclose specific police strategies, methods, investigation techniques or intelligence-gathering methods used during investigations.

However, evidence relating to testimony given in camera by Witness P about a counterintelligence operation involving organised drug gangs in the Durban area will be heard in camera on August 31, or on another date determined by the commission.
