The Portfolio Committee on Police and the Portfolio Committee on Justice and Constitutional Development are holding a joint meeting to consider the draft report on the request to investigate allegations made by KwaZulu-Natal Provincial Police Commissioner, Lieutenant General Nhlanhla Mkhwanazi.
The committees will decide on the appropriate approach to take and then submit their recommendations for consideration by the National Assembly.
Following a directive from the Speaker, the committees are expected to recommend the establishment of an ad hoc committee.
Chairpersons Ian Cameron and Xola Nqola previously said in a joint statement: “The rationale for this option is that the scope of such a committee is specific and time-bound.”
They added that this structure, outlined under Rule 253 of the National Assembly, would allow Parliament to remain directly involved in the oversight process.
The committees rejected other options, such as a full investigative inquiry or using Rule 169 powers, in favour of a mechanism that ensures urgency and parliamentary accountability.
“The committee reiterated the urgency of the matter and the need to reach findings on the allegations to protect the integrity and standing of the entire criminal justice system,” the Chairpersons noted.
They further emphasised the importance of avoiding duplication with the Presidential commission of inquiry and called for “continuous oversight” and access to its interim reports.
