KwaZulu-Natal Hawks Lieutenant-Colonel Deenadayalan Govender has begun his testimony at the Madlanga Commission on Friday afternoon.
“At the onset I wish to record that I feel I am being unfairly targeted by Len John of IPID for an ulterior purpose.
“I am being used as a pawn to discredit Lieutenant General Nhlanhla Mkhwanazi, the current KZN commissioner. It is common knowledge that this Commission was established pursuant to allegations by him.”
Govender is expected to face tough questions at the Madlanga Commission over allegations linking him to an alleged R2.5 million hit, suspicious cash deposits and staged police shootings.
Govender, who heads the DPCI’s KwaZulu-Natal Provincial Tracing Team, is expected to testify on Friday.
The commission has heard allegations that Govender authorised and led a 2023 police operation in Durban that resulted in the death of tow-truck operator Bevan Loftus and others.
IPID Deputy Director Len John testified that Govender allegedly received or was promised R2.5 million by tow-truck businessman and suspected drug dealer Clive Naiker to eliminate Loftus.
The allegation emerged alongside evidence of a substantial financial trail.
The commission heard that unexplained cash deposits of between R2.3 million and R2.7 million were allegedly linked to Govender and his wife, including large payments associated with the purchase of a luxury property.
Further testimony has alleged that Govender’s task team was used by criminal networks to target rivals and stage killings to resemble legitimate police shootouts.
The allegations have not been proven, and Govender is expected to have an opportunity to respond when he gives evidence.
Evidence leaders Advocates Matthew Chaskalson SC, Mpilo Sikhakhane and Teboho Mosikili are expected to lead the questioning.
